Overview of Executive Order 13514

On October 5, 2009, President Obama signed Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance.  This EO requires all federal agencies to “develop, implement, and annually update an integrated Strategic Sustainability Performance Plan.”

As part of these Strategic Sustainability Performance Plans, over the next decade, all federal agencies must:

  • Measure and report scope 1, 2, and 3 greenhouse gas (GHG) emissions;
  • Set a percentage reduction target for scope 1, 2, and 3 GHG emissions;
  • Reduce vehicle fleet petroleum use 20% by FY 2020;
  • Reduce water consumption 26% by FY 2020;
  • Divert or recycle 50% of waste by FY 2015;
  • Integrate green procurement into 95% of all new contract actions; and
  • Achieve zero-net-energy consumption in all buildings beginning in FY 2020.

Collectively, PRIZIM GHG experts have conducted GHG inventories at more than 2,500 sites.   PRIZIM conducted the FY2007 GHG inventory at the country’s largest national forest. A PRIZIM team member also created PARCMAN, an Excel-based calculation tool for GHG management in national parks.

PRIZIM staff members conducted energy audits at a variety of federal facilities including national parks and the country’s largest national forest. The audit of the nearly 17-million acre national forest encompassed measuring energy use in both populated areas with lodging and office buildings as well as isolated facilities that auditors could only reach by float planes. Auditors evaluated existing energy use at the facilities and indentified cost-effective and environmentally preferable measures to decrease this use. The audit reports were designed to provide the facilities with a path to integrate energy efficiency efforts into existing EMSs.

Water Efficiency & Management (Executive Order Goal d)

  • Achieve stormwater management objectives outlined by the EPA.

Pollution & Waste Prevention (Executive Order Goal e)

  • Divert 50% of non-hazardous solid waste and construction/demolition materials by FY 2015;
  • Increase diversion of compostable and organic materials;
  • Decrease the quantity of toxic and hazardous materials acquired; and
  • Minimize waste generation through source reduction.

PRIZIM Expertise:

PRIZIM staff members developed solid waste management, operating, and reduction plans. Plans were developed for facilities with unique circumstances due to their rural locations, harsh climates and diverse waste streams. Facility types and locations for which plans were developed included Alaska, national beaches, maintenance areas, and areas with food service activity among others. PRIZIM staff developed solid waste management manuals for clients, literally “writing the book,” for how waste diversion programs can be run.

Our compliance consultants are experts with in-depth knowledge of all environmental laws and statutes, including the Emergency Planning and Community Right-to-Know Act (EPCRA) and Resource Conservation and Recovery Act (RCRA).

  • Ensure 15% of existing buildings meet the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings by FY 2015;
  • Integrate planning to promote public transportation and pedestrian-friendly zones; and
  • Analyze impacts from energy use in compliance with the National Environmental Policy Act (NEPA).

PRIZIM’s previous green procurement trainings include work with the Department of Interior University. In 2009, PRIZIM provided training to approximately 100 contracting officers who work for a number of federal agencies and bureaus. PRIZIM’s existing body of knowledge and resources can be quickly and easily adapted to suit the specific needs and challenges of any operation, large or small. Our green procurement training materials can be presented in a variety of formats. We can conduct a short, one-hour training or up to a four-day-long course.  We can also integrate hands on workshops, where we will sit down with you to develop a customized green procurement strategy and indentify environmentally preferable products that are appropriate for your operations. 

Strategic Sustainability Performance Plans & Environmental Management Systems (EMS) (Executive Order Goal j)

  • Continue implementing formal EMSs at all organizational levels; and
  • Ensure these systems achieve the goals of EO 13514.

We know an EMS approach is the easiest way to integrate Executive Order and federal agency requirements in a manner that supports the mission of the organization and streamlines environmental activities.  In short, an EMS is the best way for a resource-strained agency to achieve “more with less.” 

Through workshops and hands-on assistance PRIZIM assisted several federal and state agencies in developing EMS frameworks.   Since 2003, PRIZIM has worked with one federal bureau to support the design, development, and implementation of a Service-wide EMS for all of its research and administrative facilities.  In 2007, PRIZIM was awarded a five-year contract with this bureau to provide EMS and regulatory compliance audits of the sustainability goals embodied in Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management.  The audit program is also designed to provide hands-on auditor training to the bureau’s Regional Environmental Coordinators to help them become proficient in the techniques of EMS auditing.

PRIZIM is currently assisting another federal bureau with climate change workshops, training park-level staff on GHG management and adaptation, and incorporating their GHG goals into parks’ EMSs.
